Governments across the Caribbean are committing billions to digitising public services, backed by the World Bank, IDB, and CAF. Most of these programmes will underdeliver. Here is why — and what user-centred design has to do with it.
For the first time in the region's post-independence history, Caribbean governments have access to sustained, coordinated development finance specifically earmarked for digital public services. The World Bank's Caribbean Digital Transformation Project (CARDTP), the IDB's Digital Economy initiative, CAF's technology grants, and UNDP's Digital Readiness Assessments are running simultaneously — in multiple nations — with a combined regional commitment that runs into the billions.
This is not normal. Caribbean governments have historically had to compete for infrastructure funding. Digital transformation was considered a lower priority than roads, ports, or energy. The shift is geopolitical as much as economic: COVID-19 exposed catastrophic weaknesses in paper-based public administration, and multilateral lenders responded.
The result is a compressed window — roughly 2024 to 2030 — in which the foundational digital architecture of Caribbean government will be designed and built. The decisions being made right now about what systems to procure, how services will work, and who citizens will interact with will shape public administration across the region for a generation.

The Caribbean's digital government investment moment is real. But a pattern is already emerging that should concern every development finance institution funding these programmes: the gap between what governments commit to and what citizens experience is not narrowing.

The dominant procurement model in Caribbean digital government is technology-first: identify a system to replace, issue a tender, evaluate on specification and price. User-centred design — if it appears at all — arrives at the interface stage, after architecture is locked.
This is the wrong order. GOV.UK's Service Standard requires user needs to be understood before any technology is selected, and services to be tested with real users in Discovery before a line of code is written. If you build the wrong thing well, you have wasted the budget and failed the citizen.

The single largest predictor of that gap is not connectivity or device access. It is whether the service was designed with user research at its centre.
The Caribbean's digital investment window is also a design window. The architecture, services, and interfaces being built between now and 2030 will determine whether Caribbean citizens trust and use their digital government — or whether they continue to queue at ministry offices because the online alternative does not work for them.
That is the difference between digital transformation and digital decoration. It is determined, almost entirely, by whether user-centred design is embedded from the start — not applied at the end.

Every other digital service depends on citizens having a trusted, usable digital identity. Enrolment journeys, authentication flows, and error states will determine whether citizens trust the system at all.
Electronic patient records and clinician tools require design that is life-sensitive: accessible to patients in distress, operable by clinicians under time pressure. This is the hardest UCD context in the region.
A taxpayer who cannot understand a digital tax return does not file it correctly. Error rates in digital tax systems are almost always a UCD failure, not a taxpayer failure.
Benefits and cash transfer services serve the most vulnerable citizens with the lowest digital confidence. Poor UCD here causes direct harm: a benefit application citizens cannot complete means families that go without.
Early warning interfaces, evacuation guidance, and relief applications must work under extreme stress on low-bandwidth connections. This is the most underprovided UCD need in the region.
The UK's Government Digital Service produced the world's highest-rated government digital platform — GOV.UK — by starting with user needs rather than organisational convenience. The GDS Service Standard requires teams to understand user needs through research before designing, to test prototypes with real users, to ensure accessibility for all, and to pass independent assessment before going live.
The results are measurable. Services that pass GDS assessment achieve average citizen adoption of 74%. Services built without this standard average 23% in comparable Caribbean contexts. The difference is not technology. It is user-centred design, applied with rigour from the start.
Understand users and their needs — Conduct user research before any design or technology decision.
Solve a whole problem for users — Design end-to-end, across department boundaries.
Test with real users — Prototype early, test often, iterate before build.
Make it accessible — WCAG 2.1 AA minimum. Design for the most excluded user first.
Iterate based on evidence — Monitor, measure, and improve after launch.
No technology should be selected before user needs are understood through research. Make this a contract requirement, not an optional phase.
User interface design is the output of UCD, not a synonym for it. Procure user research, service design, and interaction design as distinct capabilities.
The GOV.UK Service Standard is the most tested framework for government digital service quality in the world. Apply it, adapt it for Caribbean context, assess against it.
Design for mobile-first, low-connectivity, low-digital-literacy users — not as an accessibility add-on, but as the primary design constraint.
Before launch, test with real citizens who have not been involved in the design. Independent testing catches failure modes internal teams cannot see.
A typical Caribbean e-government contract allocates less than 3% of budget to UCD. The UK government standard is 8–12%. The difference in citizen outcomes justifies the investment.
UCD specialists should be embedded in delivery teams from Discovery, not brought in at the end to make systems look presentable. Architecture locked without UCD input cannot be undesigned at the interface layer.
